REILLY doubted the political expediency of including material on the attack on the United Kingdom and on its sea communications in the report, since this might cause impressions in other member countries that we did not seriously intend to try and hold the Russians on the Continent. After further discussion, it was generally agreed that it would be sufficient to draw the attention of the Chiefs of Staff to the fact that the concentration of the report on the period D to D+30 did not allow the threat to the United Kingdom and to its sea communications which would develop if the Continent were overrun, and its counter-action, to be covered.
