SECRET 3.. REPORT FOR THE NORTH ATLANTIC COUNCIL (Previous reference: J.I.C.(51)103rd Meeting, Minute 5 of 4th October, 1951). THE COMMITTEE had a discussion on the procedure whereby their comments and these of the Joint Planning Staff on the draft report for the North Altnatic Council× should be submitted to the Chiefs of Staff for forwarding to the Standing Group. The committee were informed that owing to a misunderstanding in the standing Group Secretariat, the United Kingdom copies of the report had not been despatched on the 19th October as previously arranged: despatch had been delayed until the 23rd October, and it was therefore unlikely that copies would be available until the following day (25th October).
