TOP SECRET 3. PREPARATION OF A REPORT FOR THE NORTH ATLANTIC COUNCIL. THE COMMITTEE had before them minutes by the Secretary+ covering comments by Departments on the World Wide Military Situation Report≠, which had been prepared as an intelligence brief for the Standing Group, for the Ottawa Conference: together with a report from the Secretary, Joint Intelligence Committee, Washington, that the brief had, in fact, not been required, but that the Standing Group were now considering the preparation of a broader appreciation for use at the Rome meeting.
