SECRET doubted, however, whether security objections would be so strong to the maintenance centrally of records of releasable information to which departments concerned could refer if necessary. Such records should be frequently reviewed but not distributed. Releases of information on Soviet and Satellite forces should be coordinated with those of the Western Powers, since they were so frequently used together in public statements. For example, the Information Research Department of the Foreign Office were preparing a paper entitled, "Facts about rearmament", for which they required information on both Soviet and Western armed forces.
