GUARD SECRET Federal Government of Germany had a system which provided adequate protection against hostile intelligence networks. BRIGADIER JOHNSTONE said that he had recently spoken to General Kirkman, Chief of the Intelligence Division, about this problem and General Kirkman had stated that he was convinced that the Germans would, in fact, welcome the continuance of the provisions of ZEI 68 on a contractual basis. It was also believed that the Americans and French would raise no objections to the continuance of this procedure.
