CONFIDENTIAL In discussion the Committee agreed with the views expressed by the Foreign Office and the War Office and suggested that after the necessary approval had been obtained from the United States and France, the Swiss should be invited to send an officer to examine the documents in London in case by this means it would be possible to avoid unnecessary duplication. If it should be found later that duplication was unavoidable, responsibility for it would have to be settled in the course of further discussion.
