TOP SECRET 1. MEASURES TO IMPROVE THE STATE OF OUR INTELLIGENCE ABOUT SOVIET AND CHINESE INTENTIONS. THE COMMITTEE considered Minutes by the Secretary+ covering replies from the United Kingdom Deputy High Commissioners at New Delhi and Karachi to letters from the Chairman about improving the relations between the Joint Intelligence Committee and the Indian and Pakistani Intelligence Organisations, one object of which was to obtain intelligence about Soviet and Chinese intentions. MR. ROSS recalled that the Committee had proposed that, in the first instance, a Deputy Director of Intelligence might visit the Indian and Pakistani organisations to make personal contact with their officers, and also for a member of the High Commissioner's staff to act as the Committee's Liaison Officer with the Intelligence Organisations.
