TOP SECRET (2) Agreed to take note of the views expressed in discussion by the Committee on the dangers of accepting students on United Kingdom courses of instruction who had been selected on account of their possible anti-British outlook with the object of being converted on these courses, unless such a policy should be previously discussed and approved. 2. CEYLON CENSUS. SECRET THE COMMITTEE had before them a minute+ by the Secretary covering a minute from the Air Ministry on the subject of the forthcoming census in Ceylon.
