CAPTAIN HILKEN questioned the value of preparing, as a Committee, a report listing indicators in the two groups proposed in the draft terms of reference. With a single list report for reporting agencies overseas, each Department should be able to evaluate items of intelligence on that subject without the necessity of the second list of indicators.
