TOP SECRET MR. WATSON said that appreciations had been prepared the aims of the Soviet leaders and the reasons which might prevent them from deliberately mbarking on a total war. It was possible that many indications which might point to the maintenance of their present policy could, in fact, be accounted for by the necessity on the part of the Russians to rectify the weaknesses which were precluding them from going to war.
