CONFIDENTIAL Regarding the suggestion that more locking bars should be fitted to filing cabinets and cupboards, he stated that this might only serve to draw attention to the special nature of their contents. As far as the American reference to "three combination" safes was concerned, this description could obviously only refer to the locks fitted to such safes, and gave no indication of the nature of their other characteristics. There was in use in this country an improved type of steel cupboard known as the Security Cupboard which was similar to the normal one, but stronger, and fitted with special locks.
