TOP SECRET MR. SEAL said that the Intelligence Division was part of the British Intelligence Organisation. Whereas it might be found necessary for certain links to be established with S.H.A.P.E., there could be no question of the Intelligence Division owing allegiance to S.H.A.P.E. MAJOR-GENERAL KIRKEAN said that the High Commissioner and the Commanders-in-Chief looked on the Intelligence Division as being responsible to them and to the Joint Intelligence Committee, London, and he did not envisage that any responsibilities to S.H.A.P.E.
