3. INDICATIONS THAT THE SOVIET UNION IS SECRET NOT CONTEMPLATING TOTAL WAR. (Previous Reference: J.I.C.(51) 15th Meeting, Minute 4, of 8th February, 1951.) MR. WATSON referred to the draft terms of reference+ for a report listing indications against war with the Soviet Union, which had been circulated in the light of the suggestion by Sir Stewart Menzies at their previous meeting. From the comments of Departments on that terms of reference it appeared that there was divergence of view as to what was intended.
