SECRET the proposals as they at present were not sufficiently staffed to concentrate on this work. MR. YOUNG said that the present arrangements for the collection of Scientific and Technical Intelligence relating to China were unsatisfactory, therefore he would like to recommend that, if the Bureau were set up, a section should be included in it to study Scientific and Technical aspects. MR. WATSON referred to the statement in the despatch from Singapore concerning the study of Chinese Press and literature from China and in other South East Asian countries.
