3. INTELLIGENCE ON ATOMIC ENERGY. TOP SECRET DR. BLOUNT said that he was far from satisfied at the present situation regarding intelligence on atomic energy. During his recent visit to the United States he had had discussions in the Office of Scientific Intelligence, Central Intelligence Agency, wherein he had expressed doubts at the American conclusion that their maximum figures for Soviet holdings of atomic bombs should be taken as the most probable figures for such holdings for planning purposes.
