TOP SECRET Certain items of intelligence concerning air-raid precautions in the Soviet zones of Germany and Austria, together with certain other items received from special sources, were of significance. The Soviet Notes delivered to the British and French Embassies in Moscow on the 15th December marked another stage in the Soviet Government's all-out campaign of propaganda and diplomacy to prevent German participation in the defence of Western Europe. The Notes were clearly timed to influence the decision to be taken on this question by the meeting of the Council of the Atlantic Treaty at Brussels on the 18th December.
