2. THE PETROLEUM SITUATION IN A WAR SECRET BEGINNING IN 1954. THE COMMITTEE considered a report+ by the United States Joint Intelligence Committee entitled "The Petroleum Situation in a war beginning in 1954", together with a minuteby the Secretary covering draft comments prepared by the Joint Intelligence Staff thereon. In discussion, it was pointed out that the title of the report was somewhat misleading. The report in fact considered the scale of petroleum losses which might result in a war in 1954.
