SECRET In discussion, it was agreed that the "need to know" principle should be applied in regard to highly classified information passed to N.A.A.F.I. and it was therefore undesirable that the Security Officer should be made aware of the actual contents of all papers classified higher than confidential received at N.A.A.F.I. Headquarters. In order, however, that he could ensure that the necessary machinery was in force to safeguard the security of such papers, he should be aware of the type of highly classified material received by N.A.A.F.I.
