2. SOVIET CIVIL AIRLINE PILOT DEFECTOR SECRET (Previous Reference: J.I.C. (50) 91st Meeting, Minute 7). MR. REILLY said that a telegram had been received from the British Minister in Kabul+ on the Soviet civil airline pilot who had recently defected to Afghanistan, reporting signs that the Afghans were considering returning the defector to the Russians in exchange for an Afghan Captain who had fled into Russia. The Foreign Office would shortly be replying to Kabul instructing H.M. Minister to take all possible action to prevent the return of the defector and to arrange for his transfer outside Afghanistan.
