'X' CONFIDENTIAL In discussion, it was agreed that the wording of the suggested amendment to the COSMIC security procedure, which followed the wording of the amendment to the METRIC security procedure already promulgated, might be read as meaning that documents were to be addressed to a section or branch in a Department or headquarters and not to the actual room in which the METRIC Registry was situated. A more appropriate wording would be :"When COSMIC material is transmitted by courier, the outer envelope will be addressed to the known permanent address of the COSMIC Registry of the Department or headquarters concerned." Paragraphs 2 and 3 of the draft telegram to the British Joint Services Mission, Washington, should be amended accordingly.
