TOP SECRET suggest to them that their representative should himself produce a paper, if required, and if they would not agree to this and maintained that it would not be worth while their sending a representative to the meetings unless a paper was drafted in the meeting, he would arrange for someone from his own staff to attend. The Committee were informed that the representatives who had attended the meeting the previous Tuesday had come to the conclusion that it would be more convenient for Departments if the meetings were held in future on Wednesday mornings.
