2. SOVIET SERVICE REPRESENTATION ABROAD. SECRET REAR-ADMIRAL LONGLEY-COOK said that a report had been received that the Soviet Union had appointed Naval Attaches to Ottawa and Mexico City. The appointment to Ottawa brought the Soviet Service representation there to a total of five officers, namely one Naval Attache, one Military Attache, two Assistant Military Attaches and one Air Attache. AIR VICE MARSHAL OGILVIE-FORBES said that Canadian Service representation in the Soviet Union was limited to one Air Attache. MAJOR GENERAL SHORTT said that it had been suggested to him that action to limit the size and scope of Soviet Service representation overseas should be co-ordinated on an international basis particularly throughout the Commonwealth and the North Atlantic Treaty countries, instead of on a single country basis as at present. The Foreign Office might wish to consider this suggestion. THE COMMITTEE:- (1) Took note of the statement by the Director of Naval Intelligence. (2) Invited the Foreign Office to consider the suggestion put forward by the Director of Military Intelligence. Ministry of Defence, S.W.1. 6th June, 1950. -2-
