TOP SECRET GUARD (f) Whereas the report recommended that the problem of post-war occupation should be made a matter for continuous study, it was considered that greater advantage could be obtained by studying the manner in which the Soviet Union was at present organised. (g) Whereas the report concluded that guerilla forces which had operated against the Soviet regime during a war should be used to enforce Allied occupation controls, it was considered that such forces should only be used for these tasks as a last resort. It was pointed out that as the flow of reports from the United States Joint Intelligence Committee had only just begun, it would be undesirable to take any action which might discourage the Americans from continuing this exchange, and for this reason it was suggested that it would be undesirable to pass the above comments, which were mainly of a destructive nature, to the United States Joint Intelligence Committee.
