CONFIDENTIAL Military Committee did not contain certain categories of information which it was considered would be of value, as background knowledge, to the Intelligence Staffs at the Headquarters of the Western Europe Commanders-in-Chief Committee. The monthly intelligence summaries of the Service Departments contained much of the type of information in question and therefore, if these summaries could be made available to the British Intelligence Staffs in the Headquarters of the Western Europe Commanders-in-Chief Committee, the Intelligence Organisation in the Headquarters would derive considerable benefit. It was not intended that the summaries should be seen by representatives of other nations and, moreover, permission would be obtained before any extracts from the summaries were published in the Headquarters. There appeared to be two ways of meeting this requirement, i.e. (a) The British intelligence officers in the Headquarters of the Western Europe Commanders-in-chief Committee could be supplied with copies of the monthly intelligence summaries of their appropriate Departments; or (b) The British intelligence officers could come to the United Kingdom and study the appropriate summaries in Departments here. It was hoped that, if the summaries could be made available as requested, the work of the Intelligence staffs at the Headquarters of the Western Europe Commanders-in-Chief Committee in dealing with certain problems would be made much easier. In discussion, it was pointed out that the political and economic information contained in the Service monthly intelligence summaries was likely to be somewhat out of date by the time the summaries were circulated. Nevertheless, it was generally agreed that it was desirable that the Intelligence Staffs in the Headquarters of the Western Europe Commanders-in-Chief Committee should be provided with as much background information as possible and that one way of achieving this object would be to make the Service monthly intelligence summaries available to them. It would be undesirable, however, for the summaries to be sent to the Headquarters and Departments should, instead, make arrangements for the officers concerned to study the summaries in this country. Accordingly it was agreed that the Service monthly intelligence summaries should be made available in the United Kingdom to the British Intelligence Staffs concerned, but that permission would have to be obtained from the appropriate Departments before any extracts from the summaries could be published in the Headquarters of the Western Europe Commanders- in-Chief Committee. THE COMMITTEE:- Invited the Service Departments to make appropriate arrangements for the British members of the Western Europe Intelligence Committee to examine the Service intelligence summaries in London. -2-
