3. THE POSSIBILITY OF A WITHDRAWAL CONFIDENTIAL OF SOVIET FORCES FROM EASTERN GERMANY IN 1950 THE COMMITTEE considered a report+ by the Joint Intelligence Committee, Germany, examining the possibility of a withdrawal of Soviet forces from Eastern Germany in 1950. In discussion, it was generally agreed that the report was of considerable interest and it would therefore be of value if, subject to any amendments which might be suggested, it were given further circulation as an expression of the views of the Committee. BRIGADIER BOUCHER said that the first six lines of paragraph 10 (d) (ii) of the Annex to the report were factually inaccurate, and he handed the Secretary a redraft for clearance with the Joint Intelligence Committee, Germany. MR. WATSON said that the Joint Intelligence Bureau had not yet completed their examination of certain sections of the report but he undertook to inform the Secretary later in the day whether any amendments were required. THE COMMITTEE:- (1) Instructed the Secretary to clear with the Joint Intelligence Committee, Germany, the amendment suggested by the War Office, and any further amendments that might be suggested by the Joint Intelligence Bureau. (2) Subject to (1) above, approved the report by the Joint Intelligence Committee, Germany, and instructed the Secretary to circulate it as an expression of their views. + J.I.C. (GERMANY) (49) 175. 4. MEASURES TO IMPROVE THE STATE OF CONFIDENTIAL INTELLIGENCE AVAILABLE ON RUSSIAN INTENTIONS AND PREPAREDNESS FOR WAR (Previous Reference: J.I.C. (49) 132nd Muting Minute 4). THE COMMITTEE had before them a minute+ by the Secretary covering a report by the Chairman, Joint Scientific and Joint Technical Intelligence Committees, revising his views on the exploitation of returned prisoners of war from Russian and of line-crossers, in the light of discussions with the Head of Production, Intelligence Division, Control Commission for Germany; and recommending the despatch of a draft letter annexed, to the Secretary, Joint Intelligence Committee, Germany, and to the Intelligence Organisation, Allied Commission for Austria (British Element). THE COMMITTEE:- Approved the draft letter annexed to the report by the Chairman, Joint Scientific and Joint Technical Intelligence Committees, and instructed the Secretary to send it. + J.I.C./344/50 -2-
