3. COMMUNISM IN THE FAR EAST CONFIDENTIAL THE COMMITTEE considered a minutez by the Secretary covering a report≠ by the Joint Intelligence Committee, Far East, Surveying Communism in the Far East over the period 1st April to 30th September, 1949. In discussion it was recalled that the Chiefs of Staff, in approving the Committee's previous reportx had not instructed the Committee to proceed with the preparation of six monthly reports on that subject. The Committee had however already in hand the preparation of reports on Communist influence in Africa and the Middle East so that this might be a suitable time for revising the reportx on Communist influence in the Far East. Departments had certain comments to make on the report by the Joint Intelligence Committee, Far East, but it was considered that since the report was already three months out of date it would be more appropriate for it to be used as a basis for a fresh report and for copies of that report to be passed to the Joint Intelligence Committee, Far East, than for detailed comments to be forwarded at this stage to Singapore. THE COMMITTEE:- (1) Took note of the report by the Joint Intelligence Committee, Far East. (2) Instructed the Joint Intelligence Staff to prepare a draft report on communist influence in the Far East to cover the period up to the 31st December, 1949, taking into account the report by the Joint Intelligence Committee, Far East. z J.I.C./2304/49 ≠ J.I.C./F.E. (49)42 (Final) x J.I.C.(49) 33 (Final) 4. THE USE BY THE GERMANS OF SOVIET NATIONALS AGAINST THE SOVIET UNION IN THE LATE WAR. CONFIDENTIAL (Previous Reference: J.I.C. (49) 129th Meeting, Minute 1). THE COMMITTEE considered a revised draft report= examining such information as was at present available on German experience in the use of Soviet Nationals against the Soviet Union in the late war. The draft report was considered paragraph by paragraph and certain amendments were suggested and approved. THE COMMITTEE:- Approved the revised draft report as amended in discussion and instructed the Secretary to submit it to the Chiefs of Staff. = J.I.C.(49) 110 (Revised Draft) 5. EXPLOITATION OF DEFECTORS AND DESERTERS TOP SECRET THE COMMITTEE considered a minute by the secretaryv covering a letter from the Foreign Office asking for the Committee's views on whether three Russian refugees in Germany could be classified as defectors so as to facilitate their entry into the United Kingdom in order to broadcast in the BBC's Russian Service. v J.I.C./2319/49 - 2 -
