CONFIDENTIAL In discussion, it was generally agreed that there was an inherent security risk in the employment of Japanese on these surveys but that the security objections were not so strong as to make them overriding. It would, of course, be far more desirable if the surveys could be carried out by United Kingdom personnel or at least under United Kingdom supervision, and the Commonwealth Relations office would, no doubt, make the fullest possible efforts to obtain the services of United Kingdom personnel.
