TOP SECRET MR. RICHARDS, as Chairman of the Working Party, explained that their report had been considerably delayed owing to circumstances outside their control, which included the fact that the original Chairman had been compelled through illness to give up his work. BRIGADIER BOUCHER referred to paragraph 16 of the report concerning plans for the widespread disablement of rail, road and water transport systems. He had recently been informed that the Americans were considering a new and most effective method of destroying railway systems and this method was so economical in equipment and manpower that the prospect of its use might lead planning authorities to alter the views expressed in the Working Party's report.
