TOP SECRET States and Canadian Joint Intelligence Committees should therefore be asked to accord similar treatment to the proposed amendments as had been given to the considerable number of amendments proposed by the United States Joint Intelligence Committee after the meeting the previous year. The telegram should point out that many of the amendments were secretarial but should make the firmest possible case for acceptance of the proposed amendments on the Middle East campaign since these amendments made a fundamental difference to the estimate and had been arrived at through a re-assessment of Turkish forces and taking into account recent intelligence.
