THE ORIGINAL IS RETAINED UNDER SECTION 3 (4) OF THE PUBLIC RECORDS ACT After further discussion, it was generally agreed that a report should be prepared for the Chiefs of Staff on the lines that the Committee understood that General Robertson's proposals had been accepted; proposing that under these circumstances safeguards should be applied, firstly by the retention of the Special Branches in order to prevent the Germans establishing their own, secondly by ensuring that there was effective liaison in the Lander Bureaux, and thirdly, by ensuring that the control of records and interception remained in our hands.
