TOP SECRET GUARD authorities would invite the Dutch security authorities to discuss the security measures required for the contract concerned and that when a satisfactory arrangement had been concluded, the matter should be referred to the Military Security Committee for final approval. This arrangement would not involve any projects involving combined Anglo-American classified information in which cases, until agreement had been reached between the Americans and ourselves regarding the security of Philips, that firm would not be approached with a view to placing a contract.
