TOP SECRET previously served with them in India, the Security Service could not accept the responsibility of challenging their suitability with the Indian or Pakistanian security authorities. Also it seemed unlikely that the Commonwealth Relations Office would agree to make representations to either of the Governments concerned. He pointed out that the nominees would already have been vetted by the Indian or Pakistanian security authorities to whom all personnel records had been given when we had left those countries.
