It was accordingly agreed that the conclusions of the report should be amended to cover the fact that there were many possible ways which the Russians could use either simultaneously or in succession to 'X' interfere with the efficiency of the airlift without risking the use of armed force, but at the same time making it difficult for the Western Powers to determine exactly when to make a firm stand against such interference. Certain minor amendments to the report were also suggested and approved.
