TOP SECRET In discussion of conslusion 2(b) it was agreed that major internal disorders in Hong Kong might occur at any time. It was hoped to obtain more evidence on the probability of such disorders and when they were likely to occur, for inclusion in future reviews. This conclusion should, therefore, be amended as follows:"The arrival of light forces in the neighbourhood of Hong Kong will increase the chances of major internal disorders within Hong Kong but it must be remembered that these could take place at any time." In discussion of (ii) and (iii) above, it was agreed that the Local Intelligence Committee in Hong Kong should be invited to prepare a paper on the lines of paragraph 2 of the minute by the Security Service.
