TOP SECRET (e) As France was to be a member of the Standing Group, which it was suggested would be the mainspring of the whole defence organisation, it would be necessary for her representatives on that Group in Washington and on the Combined Staffs serving it, to have a considerable amount of highly classified information. Steps would have to be taken to prevent such information being sent back to France where its security might be endangered. In this connection, however, it should be noted that the French had recently initiated action to clear Communists out of their defence departments.
