TOP SECRET In discussion as to whether the team should go by sea or y air, it was agreed that while this depended on Treasury approval and on the arrangements within Departments, most of the team could be spared for long enough to go by sea. It was suggested that it would assist matters if Departments would approach their Finance Branches on the subject of obtaining financial approval for the visit before the proposal had been endorsed by the Chiefs of Staff. In discussion of the telegram from the Joint Intelligence Committee, Washington, in which it was stated that the Chairman of the United States Joint Intelligence Committee had suggested that the revised estimate should cover the period from the present through 1950 only, it was agreed that the revision should also include a discussion on the 1956/57 period on similar lines to the existing Combined Appreciation.
