He suggested, however, that this question should be one for discussion between the Foreign Office and the Treasury. TOP SECRET MR. SEAL said that he had already held an informal meeting with representatives of the establishments sections of the Departments concerned and they had reached a conclusion that the means for implementing the cover required would have to be settled by the Treasury, the members of the Joint Intelligence Committee briefing their departmental representatives. He envisaged that each Service Department would bear a proportion of the Intelligence Division on their estimates for both pay and numbers under same suitable cover.
