TOP SECRET In discussion, agreement was expressed with the suggestion in the first paragraph of Major General Haydon's letter that there might be other Germans of intelligence interest who should be evacuated in an emergency, not only from the point of view of denying them to the Russians but also because of their positive value to us. It was also not clear whether the twenty-three prominent German scientists mentioned in the letter included personnel in MATCHBOX. The Joint Intelligence Committee (Germany) should therefore be invited to consider the matter further and inform the Committee whether there were any other Germans of intelligence interest, in addition to those mentioned in Major General Haydon's letter, who should be included in the overall scheme of evacuation from Germany in an emergency.
