TOP SECRET BRIGADIER BOUCHER said that the War Office considered that in the event of an accidental war occurring between now and the end of 1950, the Russians would not have three months stockpiles or have accumulated sufficient transport. It seemed most likely that we would observe any stockpiling in Germany, especially for scales of attack on the lines envisaged in the Combined Anglo-American intelligence appreciation, but no such indications had been reported at present. On the long term, however, it was considered that for a war in 1956/57 the Russians would have made all the necessary calculations and would have prepared the appropriate stockpiles.
