(c) Annex II, Revised paragraph 16 The revised wording for this paragraph was preferred to that suggested by the Directors of Plans since it brought out both reasons as to why it was unprofitable to attack industrial targets, whereas the Directors of Plans redraft emphasised only the bombing accuracy required and not the fact that such attacks would have only a long term effect and would not therefore achieve rapid and decisive victory.
