TOP SECRET its propaganda attack against the administration of British Honduras in order to divert attention from the present excessive publicity given to charges of official collaboration with the Legion, including the Dominican incident. The announced purpose of the Caribbean Legion had always been to overthrow dictatorships in the Dominican Republic and Nicaragua, and it was highly unlikely that the Legion would agree to use its considerable stock of arms and ammunition for any other cause.
