SECRET 2. UNITED NATIONS PROPOSAL FOR AN EXCHANGE OF INFORMATION ON ARMED FORCES AND ARMAMENTS THE COMMITTEE considered a minute by the Secretary+ stating that the Cabinet Official Committee on Disarmament had been studying a proposal for an exchange of information on Armed Forces and Armaments now before the Commission for Conventional Armaments in New York and asking for the Committee's views on whether, in the unlikely event of the Russians accepting the proposal, we stood to lose more by the revelation of the present weakness of our Armed Forces which would result from the thorough verification procedure which would be necessary, than we did to gain by the information which we should obtain on the Russian Armed Forces.
