MR. HAYTER said that, from his previous experience in China, the missionaries, although all Chinese-speakers, were of little value for general intelligence purposes, mainly on grounds of conscience. The business community were chiefly concentrated in the Treaty ports and few spoke the language. Their knowledge for intelligence purposes was generally small although there were certain exceptions. It was found that the business community, like the missionaries, were frequently recalcitrant about passing intelligence.
