CAPTAIN BAKER-CRESSWELL said that he agreed with the War Office proposal. Useful conclusions from the reviews would, however, be difficult to draw. Such reviews might reveal industrial expansion and an increase in military effort, thereby apparently confirming our views on Soviet aggressive intentions. On the other hand similar evidence could be obtained on this country which could be taken to indicate our own aggressive intentions, which would be clearly incorrect. Russia's state of mind was defensive, against the aggression of the Western Powers.
