3. PROCEDURE FOR HANDLING A CERTAIN DEFECTOR TOP SECRET M. BRAIN referred to two telegrams+ dealing with the defection of a certain individual in Germany. He said that a representative of the Joint Intelligence Committee, Germany, had since telephoned to say that this case had been dealt with in accordance with the usual procedure and that they did not consider the individual to be of sufficient value to warrant recommending his admission to the United Kingdom on purely intelligence grounds. THE COMMITTEE:Agreed that, from the intelligence point of view, there was nothing to warrant the individual in question being brought to the United Kingdom and invited the Foreign Office to take note accordingly.
