THE COMMITTEE:(a) Instructed the Joint Intelligence Staff to revise the draft report in the light of their discussion; (b) Invited GCHQ to report whether they had any security objection to the circulation of the report as recommended; (c) Instructed the Secretary, on completion of (a) and (b) above, to circulate the report for final clearance. 2. SOVIET OPERATIONAL DOCTRINES TOP SECRET THE COMMITTEE had before them a minute+ by the Secretary covering a draft Terms of Reference on Soviet Operational Doctrines prepared in the light of the discussion at the previous meeting between the Directors of Intelligence and the Directors of Plans.
