in the proposed report which might be confined to an examination of the actual methods employed in its implementation, without conjecture from its aims. Each major instance of political or social disturbance could be examined and evidence assembled as to whether it was communist instigated. The areas covered could include Colonial territories as well as Europe, the Middle East and Far East. Espionage activities should, it was suggested, be omitted. After further discussion, it was generally agreed that a report on the lines suggested in discussion should be prepared, and that draft terms of reference should be circulated for final approval.
