2. DEMOLITIONS POLICY TOP SECRET (Previous Reference: J.I.C.(48) 142nd Meeting, Minute 5) THE COMMITTEE considered a minute+ by the Secretary covering a minute by the Foreign Office on the future work of the Working Party set up to consider a policy for demolitions in Germany. The following points were made in discussion:(i) The reportø to the Chiefs of Staff, recommending that the Working Party's examination should be extended to cover Austria and Trieste, had been overtaken by events. (ii) Although the responsibility for planning for an emergency in Germany, Austria, and Trieste rested with the Western Europe Commanders-in-Chief Planning Staffs, a combined planning staff in Austria under the general direction of General Keyes, and General Airey's staff in Trieste in consultation with the staff in Austria, respectively, it was essential that a uniform policy for non-tactical demolitions should be co-ordinated between these three bodies, and that United States approval should be obtained for any agreed plan.
