TOP SECRET. 2. THE INTERNAL SECURITY SITUATION IN CYPRUS. THE COMMITTEE had before them a Minute+ by the Secretary covering a report by the Joint Intelligence Committee, Middle East, on the internal security situation in Cyprus. SIR PERCY SILLITOE said that the report had been based on a memorandum prepared by Security Intelligence, Middle East, which recommended that certain repressive measures were necessary to decrease the influence of the Cyprus Left Wing Party (AKEL). Since the report was issued, however, Security Intelligence, Middle East, had prepared a further memorandum which suggested that owing to a possible increase in influence, AKEL might have temporarily called off its campaign of violence.
