CAREY-FOSTER said that the instructions+ for marking British classified documents in accordance with the American system recently approved by the Committee, had been referred to the Interdepartmental Committee on Security for consideration as to whether they should be generally adopted by Civil Departments. When the Interdepartmental Committee on Security had considered the matterx, all the members of the Committee with the exception of the Service Departments, the Security Service and the Cypher Policy Board, had been against adopting the new system on the grounds that arguments against the existing system and in favour of the new system were not sufficiently strong to warrant the administrative difficulties involved.
